Europe felt a moment of respite on Monday, as the crisis caused by the introduction of a new comprehensive peace framework for achieving ceasefire appeared – temporarily – to have been defused. A American diplomat spoke of "significant advancement" after bilateral negotiations in Geneva. On Monday night, Moscow made its response: an extensive attack of rocket attacks on Kyiv.
The Pattern of Peace Talks and Military Action
The sequence of opposing developments captured the bleak nature of the current period. By day, negotiation efforts are conducted: optimistic declarations are delivered from various governments. Significant resources is expended on containing specific proposals. By night, Moscow forcefully demonstrates the world that, for them, conflict continues to be the primary tool for achieving "peace".
After-Dark Attacks
As military strikes progressed into the early hours of Tuesday, the current condition of Ukraine's vulnerability was laid bare. Ukraine is able to track rocket firings from across the border, a capacity enabled by up-to-date information. From vantage locations, Ukrainian air force fighter jets that had been scrambled to intercept incoming cruise missiles streaked across the sky – advanced fighter aircraft delivered to Ukraine by Western partners.
Shortly after, Kyiv's anti-aircraft weapons thundered: several firings targeted at a hostile projectile. This was a modern interception technology at work, most likely delivered by Western nations. Every deployment jolts you unexpectedly, causing tremors. The moment of terror quickly becomes sober acceptance: perhaps the hostile projectile won't strike its target this time, preventing destruction from devastation and additional electricity failures.
Continuous Dangers
Soon after, a heavy machine gun opened up on a aerial vehicle somewhere nearby, part of a defensive team – most likely Western-made equipment. Sadly, the bullets missed the opposing UAV – it continued its flight toward its objective.
Intermittently, this carried on until dawn. Kyiv faced the morning news: several casualties, damage and utility failures in multiple buildings as a result of the night's assault. As customarily, everyone still went about their day – experiencing conflict. But those entire period encapsulated Ukraine's critical military reliance on international aid – a need that European nations are evidently unprepared to fill in the near term.
Unsuccessful Negotiations
The detailed framework from American leadership generated strong feelings, controversy and profound anxiety – and briefly redirected concern from Ukraine's largest corruption scandal in years. Yet, we have witnessed similar scenarios, after earlier high-level meetings and international summits.
Every new approach from American administration unfolds according to the same pattern: a negotiation push against Ukraine, which Kyiv, with allied governments, manages to fend off. They stabilise the situation but never actually achieve victory. This cycle will, undoubtedly, endure.
Tactical Assessments
It is convenient to criticize certain parties of repeatedly advocating Kremlin's demands. But that does not seem to be the complete picture. Washington works based on a premise well known to international relations experts: you cannot secure via talks what you have lost on the battlefield. The American government assumes that it is unfeasible to force Russia to abandon the areas that it presently holds in Ukraine's south or east.
The problem is that while accepting these circumstances, American administration does minimal to prevent Kremlin actions, through words or deeds, from thinking that the situation will not evolve additionally in its advantage in the months ahead.
Opposing Positions
Therefore, Moscow is certain that duration works to their advantage – that Ukraine and its allies are nearing depletion. Their incentive to sign a deal that does not give them the greatest potential benefit is close to zero. There may be multiple initiatives to achieve ceasefire, but they will continue as long as Russia's leadership remains highly assured in the result.
On the contrary, Kyiv believes that Ukraine can still endure, slowly losing lives and land but averting a complete military breakdown until conditions improve in its favour.
Existing Situation
Objectively, there are no real preconditions for a truce. Now, subjective factors are entering the equation: political desires to mediate resolution and achieve global acclaim, and Kyiv's double obstacles – on one hand, not to estrange crucial supporters, and on the other, to mobilize citizens around the flag against any plan Kyiv finds unsuitable, so that their focus does not shift toward homefront challenges. And although their mission will now be significantly challenging after latest incidents, it remains very improbable that this will modify their basic position.
These opposing factors are driving the talks.
Summary and Prospects
It took a only one week to eliminate the 28 points of the latest plan. Aggressive and erratic handling of the matter by US administration, resistance by Ukraine and the other European countries, along with soothing efforts of negotiators, and finally, recent disclosures, all served their function.
While new initiatives based on previous concepts are forthcoming, Kyiv, London and other allied nations should draw one fundamental conclusion: Ukraine and Europe will only be able to resist negotiation assaults from Washington that are founded on Moscow's terms and reflect particular unwillingness to modify developments, if they maintain solidarity and improve their protective measures at a considerably quicker tempo. If they do, no combination of diplomatic or military actions will be able to break them. In the meantime, Ukraine's ability to defend against evening bombardments will, for the foreseeable future, primarily depend on ongoing international assistance.
